What Changed with De Minimis

The De Minimis exemption used to allow imports under $800 to enter the U.S. duty-free. For example, a distributor could import small-batch custom pens or tote bags under that threshold without paying tariffs—making direct overseas sourcing an affordable option.

Due to recent policy changes, direct imports from China—including orders under $800—are now subject to tariffs as high as 145%. The U.S. will also increase the per-postal-item fee from the planned $75 to $100 on parcels entering before June 1. After that date, the fee increases to $200 per item instead of the previously announced $150.

General Tariff Information

What has been announced by the government?

  • A temporary 90-day mutual tariff rollback between the U.S. and China begins May 14.
  • The U.S. will lower tariffs on Chinese imports from 145% to 30% during this period.
  • A 10% general tariff on imports from countries outside of China (announced earlier this year) remains in place for its 90-day duration.
  • The De Minimis exemption for imports under $800 from China has been removed — these items are now subject to tariffs and postal processing fees.

What is PCNA doing?

  • PCNA is absorbing the cost of tariffs on orders entered and released to production before June 1 (for domestic inventory)
  • No price increases on USA-made products
  • Effective June 1, pricing will be adjusted on imported goods to reflect new tariff-related costs

What is a Free Trade Zone (FTZ) and how does it impact my orders?

A Free Trade Zone (FTZ) is a designated area where goods can be imported, stored, or manufactured without being subject to U.S. customs duties and tariffs until they officially enter the U.S. market. For PCNA, this means we can receive and ship products from our Leed’s facility without triggering certain tariffs—particularly for international shipments, like those to Canada.

How does the FTZ status at PCNA affect Canadian customers?

  • Products made in China but shipped from our Leed’s facility to Canada are not subject to tariffs under current regulations
  • As a result, no price increases are expected on Leed’s items shipping to Canada, including blank and decorated products
  • Our Beyond by PCNA custom direct import program for Canada is also not impacted by the recent tariff changes
  • However, note that products shipping from our Bullet facility are not covered by FTZ status and will be subject to tariffs and price increases beginning June 1
